As the Spring Festival of 2023 approached, the Baguio City Police Office (BCPO) took proactive measures to ensure the safety and security of all those who would be in attendance. Under the leadership of City Director PCOL Francisco B. Bulwayan Jr., a total of 1,196 police officers were deployed to strategic areas within the city. These forces included 150 volunteers from the Guardians, who were instrumental in helping to monitor and secure the parade venue that was launched on September 19 at Camp Crame in Quezon City.
A briefing for the BCPO personnel was conducted by PLTCOL Domingo M. Gambican, the BCPO Deputy City Director for Operations, to ensure that all preventive measures were in place and that the safety of the public was a top priority. The goal of Baguio's Finest was to have "zero major crime" incidents during the festival, despite the influx of people. The Philippine National Police Academy (PNPA) also played a vital role in the security efforts, with various departments and groups working together to ensure a safe and successful event. As future law enforcement officers, it served as a practice to handle a huge crowd and to maintain the safety of all people. Since Baguio is one of the most peaceful areas in the Philippines, it is best to observe how they handle crimes and their people. Furthermore, by this cadets were able to socialize with other people and build a healthy relationships with the community which is very helpful in their chosen profession.
