His dedication to the service of his fellowmen is evident in the strategies and initiatives he has implemented, aimed at improving the overall performance of the Philippine National Police (PNP) in addressing issues of criminality, ISO, and terrorism. The enhanced management of police operations (MPO) is a comprehensive approach that not only focuses on regular law enforcement activities but also on security measures, information operations, and red teaming, all of which are essential to effectively addressing these issues. The enhanced MPO includes an emphasis on police presence, focused law enforcement operations, and crime solution strategies. Target hardening and the PNP Anti-Terrorism Defense Block (CATA/KTE/NTOPCOP) are also implemented to strengthen security measures, as are border control operations at the entrance and exit points. But the enhanced MPO is not just about physical measures; it also includes the importance of social investigation and knowing the community. PCR activities and intelligence operations are conducted to properly deploy PNP personnel and utilize force multipliers. Forward deployment of forces and coordination with counterparts in strategic locations are also key aspects of this approach. Information operations are also a crucial component of the enhanced MPO, with a focus on maximum TRIMP media information dissemination of security measures, anti-crime tips, public safety services and hotlines, and intensifying public awareness campaigns on terrorism, criminality, and public safety. SIMEX/CEREX/COMMEX, inter-operability coordination, and cooperation with dragnet operations are also implemented to ensure effective communication and cooperation among different agencies.
Red teaming is a vital aspect of the enhanced MPO, as it challenges security preparations and identifies vulnerabilities and limitations in policies, procedures, systems, and structures. This includes role-playing the adversary and using analytical techniques to improve intelligence estimates. Feedback is also an important aspect of this approach, as actions are taken to address gaps and lapses identified. Offensive actions are also an integral part of the enhanced MPO, with the implementation of the ISO Campaign Plan "Katatagan" in support of the Armed Forces of the Philippines. Proactive stances are taken to focus on insurgency and terrorism, with the forward deployment of mobile forces, the conduct of major and minor ISO, preventive patrols using the concept of "quad policing," implementation of the Enemy Mapping System, and IACOLA.
